The findings of the independent review indicated that that the provision of play facilities is not consistent across the district, with some locations having a higher number of play parks than others, or a different pattern in the nature and type of play parks provided (Local Equipped Play Areas versus larger Neighbourhood Equipped Play Areas). The pattern of provision also indicated that play provision has historically been developed in an ad-hoc way, based on identified current needs at the time of development, budgets available and the availability of physical spaces for play park installation. In addition it was also concluded that there did not appear to have been a strategic approach to play park development based on an agreed rationale, for example, the population numbers within communities, the identification of strategic towns/locations for the provision of larger neighbourhood type facilities, or the development of a network of facilities which would provide opportunities for children of different age brackets, or abilities including those living with disability. 21 Following presentation of the Feasibility Review and Economic Appraisal of District Play Park Provision, key Principles were confirmed by Council. In addition to these principles, Council identified the following key indicators to be considered for the provision and management of play parks in the district: Deprivation, child poverty and access to a car - In the development of this strategy, the Council recognised the need to take into account deprivation, child poverty and households without access to a car. These factors have been considered in establishing the number of play parks on a Ward basis within the district. In the larger urban settlements of Omagh and Enniskillen towns, these factors will be applied to the Small Areas and along with the recommended ‘Fields in Trust’ standards, used to inform the locations of play parks.
