The draft Plan Strategy also prioritises leisure through Strategic Objective 12 which aims to “Develop the Council area as a destination for quality leisure visits and sustainable tourism by enabling the provision of new, as well as enhancement of existing tourism infrastructure in appropriate locations”. PPS8: Open Space and Outdoor Recreation Policy; Creating Places: Achieving quality in residential developments (NI Planning Service, Supplementary Planning Guidance); Play and Leisure Policy (OFMDFM); Regional Development Strategy; Play Areas in Residential Developments NI (NI Assembly 2010); and The Children’s Services Co-operation Bill (NI Assembly February 2015). The following strategies and policies have been identified as relevant to inform and support this strategy: 31 National Strategy and Policy direction The Programme for Government, by ensuring that children and young people have the opportunity to have the best start in life and to enjoy long, active and healthy lives; Together Building a United Community, by prioritising children and young people and by offering them the opportunity to be connected to the community, especially where play facilities are provided in areas which are open and accessible to everyone; A Fitter Future for All, by creating environments which supports and promotes a physically active lifestyle; The Child Poverty Strategy, by ensuring that all children, regardless of economic background, have the opportunity to be healthy; and The development of children’s play facilities also aligns with key governmental policies including: Overarching National Strategy and Policy A Strategy to Improve the Lives of Disabled People in Northern Ireland 2012-2015 (OFMDFM), by supporting children living with a disability and ensuring that they have the opportunity to enjoy the same outcomes as children without disabilities. The development of inclusive play facilities also has the potential to ensure that children living with a disability can enjoy family life and participate in the life of the community on equal terms.
